Incorrect link to TIgase binaries in documentation (#1065)

We have this quick start guide: https://docs.tigase.net/tigase-server/master-snapshot/Administration_Guide/html/#webinstall In section: "Download and Extract" it points a user to "official binaries" but the link leads to our helpdesk page. It should lead to location where the user can get files instead.

There are 51 entries pointing to projects.tigase.org/ - I updated all of them and pointed to relevant places, in case of source files that would be github.

There was also this part: admin/text/admin/Licensing_and_Open_Source.asciidoc:27:

I pointed to github and suggested doing PR (and also included default pull-request templates, PR were enabled before for some reason)

Isn't there a problem with brackets?

Yes there was, Idea must have added one when I was pasting the link. Fixed now.
